City of Cleveland Promotes Illegal Dumping of Trash

I'll bet good money that the result of the efforts of Cleveland to promote recycling will have an unintended consequence - illegal dumping of trash. Why don't the nanny staters get the law of unintended consequences?

Does This Mean That All Rapists, Murderers, Child Molesters, Burglars, and Robbers Have Been Arrested and Convicted?

I assume that since government law enforcement is now going after fire breathing bartenders that all of the rapists, murderers, child molesters, burglars and robbers have been arrested and convicted?
