Libertarian Party presidential candidate Bob Barr has an excellent guest post on the The Huffington Post on the way to handle the societal ills sought to be solved by the the so-called "War on Drugs" - without government intervention.
He cites as an example the employer of Glenn Jacobs a/k/a Kane - World Wrestling Entertainment - and how it has handled steroid use on its own without any laws being passed.
His guest post is titled Bob Barr: I Was Wrong About The War on Drugs - It's a Failure.
As an aside, I met and talked briefly with Jacobs at the Libertarian Party National Convention in Denver last month. He is nearly seven feet tall and a huge man. He was dressed in a suit and tie and looked ready for an important business meeting. He had a very pleasant personality. However, from what I've been told - don't make him mad in a WWE wrestling match!
