Like-minded good candidates demonstrate temperamental steadiness, political skill, and broad support. Conversely, political parties need to screen out candidates lacking those qualities.

Thus, those with expertise usually decide they have no interest in even running a precinct for the political party. The political party fails at its mission, unless it is being fraudulent and is not truly a political party.
