Don't Forget to Blame Congress and State Legislatures Too For High Gas Prices

"Instead of cursing when you see the price posted at the station, you might consider a couple other targets.

You could blame Congress and state legislatures.

A new refinery has not opened in the United States since 1976, thanks in part to burgeoning regulations. And states have dictated more than 25 gas formulations that further limit refinery capacity."
