Brad Smith, former FEC Chairman and now a very vocal critic of BCRA and other supposed campaign finance reforms (which many of us now are calling Incumbent Protection Acts) states in today's New York Post that "Contribution limits at the federal level have been in place since 1974 - and incumbents' job security has risen exponentially. In fact, a challenger's odds of beating an incumbent have plummeted by 50 percent since the limits took effect."
